According to the arrest report, the video showed the man, later identified as 35-year-old Coby Shane Rosson, on the third floor looking down at guests in the pool.

Another victim reported to deputies that she was floating in the pool when she saw him staring at her and others in the pool while he masturbated for several minutes. The pool was filled with both adults and children, the report states.

Rosson was arrested and later admitted to investigators that he had been drinking and was committing the acts he was accused of. He also told investigators that he and his wife had not had much “alone time” recently and that he had “made a bad choice.”
