Moss was arrested in Lowndes County and was transported to the Tift County Jail, where he is being held without bond.
On Sunday, the Tifton Police Department and the Georgia Bureau of Investigation held a press conference with updates on the case.
Marko Jones, GBI Region 15 assistant special agent in charge said the case was a “tragic and horrific crime that has shaken the community to its core.”
“It was apparent Ally became everyone’s daughter because of the outpouring of love we received from the community,” Jones said.
Investigators are still working to determine a motive.
