2 killed, child injured in crash following chase

ATLANTA — Police are investigating a chase that ended in a deadly crash on Friday afternoon.

Authorities said they noticed a suspicious pickup truck with a trailer at the state Capitol and initiated a traffic stop.

The driver of the truck, identified as Quincey Gamar Norman, stopped initially, but then left the scene and a chase ensued.

"Everybody all around has lost someone. All because of a stupid decision to run,” Natasha Browner told Channel 2’s Nicole Carr.

Browner said she didn’t realize she’d captured the beginning of the chase when she started recording the incident with her cellphone.

Browner and a friend were walking along Mitchell Street after the Atlanta Falcons pep rally at City Hall Friday, when she saw police lights flashing behind a pickup truck.

Norman stopped at a red light at Mitchell and Capitol streets, but ignored the flashing lights and the three police officers on foot trying to get his attention, according to authorities.

“The young man inside the truck was just dancing,” Browner said. “He just didn't comply.”

Georgia State Patrol said Norman continued to Interstate 20, got off on Maynard Terrace and continued to Memorial Drive.

Norman lost control and crashed head-on into a car. The truck then hit another car and burst into flames.

"Once they got right about here on Memorial Drive, the truck (spun), like it fishtailed, and flipped the truck over," witness Margita Harris said.

Norman was killed. A mother driving a car with a child inside was also killed, according to Georgia State Patrol. The child was taken to the hospital. There is no word on the child's condition.

The mother was identified as Ashley Tewell, 47, of Decatur. The child was identified as 7-year-old Lindsey Tewell, of Decatur.

“I really feel bad for the 7-year-old girl who's in the hospital,” Browner said. “But to know that she now does not have a mother, that's hard.”

GSP did not say what the condition of the third driver was.

Harris wondered if the crash could have been avoided.

"I think they should have called off the chase. If they want to actually catch him, if he's done a heinous crime, they should have had the helicopter," she said.

State police said they will review the decisions and actions made during the chase.
