Deputy Chief Charles Hampton Jr. said the officer approached when he noticed a woman, identified as Mahogany Price, 30, on top of the Mercedes, driven by James Wilborn, 35.
“It appears that two individuals knew each other and it them escalated from there where the female got on top of the vehicle and the driver drove off,” Chief Deputy Charles Hampton said.
Hampton said Price was thrown from the vehicle. The officer tried to get Wilborn to stop. He did, and a verbal altercation occurred between the officer and Wilborn.

The argument escalated, and the officer discharged his weapon and hit Wilborn, according to police.
