ATLANTA — The husband of a shooting victim turned himself in to authorities in Tennessee hours after the woman was killed outside a Buckhead condo, police said.
The victim, identified by her family as LaBarbara Milsap, was shot in the abdomen behind a building at the Roswell Court Condominiums on Lakeland Drive. She was dead when officers arrived at the complex shortly after 1 a.m. Wednesday.

Witnesses told Atlanta police they heard an argument before the sound of gunfire, leading investigators to believe her death resulted from a domestic incident.
"During the course of this investigation, Atlanta police homicide investigators identified the victim's husband, Mr. Walter Milsap, as a suspect in this shooting and secured a warrant for his arrest for felony murder," police spokesman Sgt. John Chafee told AJC.com.
By Wednesday afternoon, Milsap, 38, had turned himself in at the Rutherford County Sheriff's Office in Tennessee.
The condo complex is located in a densely populated area of Buckhead between Piedmont and Roswell roads. A neighbor, Nicole Ortiz, called 911 when she heard a gunshot ring out. She heard a second shot while she was on the phone with dispatchers, Ortiz told Channel 2 Action News.
"I hear first someone shoot, then someone scream," she said from the scene. "It was a girl."
Another neighbor told the news station he saw someone speed away from the complex after the shooting. Investigators have not said if they believe the speeding vehicle was Milsap's.
He is expected to be extradited to Atlanta and booked into the Fulton County Jail, according to Atlanta police.
