Rope rescue technicians from WCSART arrived at the scene and rappeled down to save Garrison.
Although crews requested the victim to be airlifted due to his condition, the helicopter evacuation was denied due to wind conditions.
Crew members then hoisted Garrison to the top of the cliff after being denied a life flight.
