Cobb County deputy recruit fired, arrested after attacking inmate, sheriff says

COBB COUNTY, Ga. — A Cobb County deputy recruit has been fired and arrested after the sheriff said he attacked an inmate.

The sheriff’s office said a detainee was causing a disturbance when the recruit attacked him.

“The deputy was moving the detainee in an attempt to de-escalate a disturbance,” Sheriff Craig Owen said. “There was an exchange of words and as a result was the deputy attacked in a clear violation of all our training, protocols and policies.”

Owens said jail employees alerted him to the situation and the recruit was immediately removed.

On Monday, the recruit, who was identified on warrants as Jacqun M. Brown, was fired and arrested. Owens said he wanted to make it clear the recruit was not on paid leave.

According to warrants, Brown punched the victim, identified as Matthew Cubbage, multiple times in the face and body with closed fists and applied choke holds. Cubbage suffered multiple cuts, scratches and bruises, according to the documents.

The attack was captured on surveillance video inside the jail dormitory.

Brown been charged with battery and violation of oath of office. He was taken to jail in another jurisdiction.

Owens said Cubbage is serving time for trafficking drugs.
