The crash was reported just before 4:30 a.m. March 3 on the I-75 northbound exit ramp to Chastain Road in Kennesaw.
According to investigators, Dowell lost control and rolled the vehicle onto its roof before colliding with a tree.
The victim, Colin Ruland, was ejected from the vehicle. He was pronounced dead at a hospital.
One of the other passengers, Cole Kovarchik, 18, suffered minor injuries. Another passenger, Jordan Wormsby, 20, was taken to Wellstar Kennestone Hospital with non-life-threatening injuries.
Dowell only had a learner's permit at the time of the crash, police say.
