Kim Lucas, with the Conyers Police Department, told Channel 2’s Liz Artz officers were after Evans Tuesday for a violent dispute with a family member.
Warrants were already out for his arrest.
According to records, Evans had only been out of jail one day. He was released from the DeKalb County jail after being accused of theft and two felony obstruction charges.
Evans is accused of stealing from a J.C. Penney's store at Stone Crest Mall.
During that April 6 theft, according to the report, Evans got in a fight with two DeKalb police officers. The report states during the scuffle he grabbed one of officer's service weapons.
“It's getting crazy out here, that’s what I can tell you," said witness Duane Knight.
The Georgia Bureau of investigation is now looking into Tuesday’s shooting.
Channel 2 cameras captured at least five bullet holes in Evans' front windshield. Police have not confirmed if he fired first.
Investigators say no police officers were injured in the incident. They said Evans was rushed to Grady Memorial Hospital with non-life-threatening injuries.
“I don't feel safe out here on the streets anymore," Knight told Artz.
According to a report, an officer had to stun Evans with a Taser two separate times to handcuff and arrest him.
Both officers in that incident six days ago were injured during the fight with Evans.
