"I just heard a gunshot, really. I was sitting down on my phone. I didn't get much of it," the man told Washington.
Police are still working to identify the robber. They arrested a possible witness Monday afternoon.
The possible witness was explaining to police what he was doing early Monday morning while someone robbed the restaurant.
Police listened for awhile then took his phone and arrested him.
After the arrest, Channel 2's Tyisha Fernandes saw police search his car before pulling out a gun.
Minutes later, his mother arrived to the scene. She said someone shot at her son last night and he shot back. She said police arrested him because the officers felt that he lied to them.
She also said there's no way her son robbed the Waffle House because he has no need to.
Fernandes spoke with a Waffle House spokesman who said he was sorry for what happened.
He said the company is always re-evaluating their security needs at their restaurants. He also told Channel 2 Action News the cook is going to be OK.
