Residents at some apartment complexes got notices Wednesday to avoid walking their dogs in the area while police were investigating a ‘hazardous substance.’
Police were able to determine that the powder was bleached flour that a running club used to mark the route for an upcoming run.

Police said they are aware of rumors that two dogs died, but bleached flour is non-toxic and does not appear to be deadly to animals.
“The cause of death for the dogs should be determined by necropsy,” police said.
