SOUTH FULTON COUNTY, Ga. — Fulton County police are investigating the death of four horses that were found badly decomposed on a farm off Camp Creek Parkway and Butner Road.

They say eight other horses were found malnourished, roaming about the property in deplorable conditions.

"One was partially burned, like they tried to get rid of it. One was tethered to a tree down back in the wood line," said Tim Poorman with Fulton County Animal Control.

It all started when someone called 911 Tuesday afternoon with concerns about the horses roaming on the property.

Animal control and code enforcement responded to the scene.

Police arrested the farm's owner, Brandon George Fulton, 35. They say he showed no signs of remorse when he pulled up on the property.

"He didn't really have a reaction. His only question is, 'How did we get on the property?'" Poorman said.

Records show Fulton has a history of mistreating horses and has been arrested repeatedly for abusing them and not feeding them.

He is being held in the Fulton County Jail on charges of cruelty to animals.
