Sheriff Darrell Dix said a child witnessed the shooting and ran to a neighbor's house where a nurse lives. The sheriff said the nurse immediately started working on the victim while someone else called 911.
Moore was later airlifted to Atlanta Medical Center, where she was listed as stable.
Authorities said Moore's 16-year-old stepdaughter was arrested in connection with the shooting.
"She didn’t say anything. She didn’t fight," Dix said.
Moore has served as a Spalding County detention officer for a year.

Dix said Moore’s father is a sergeant with the Sheriff’s Office, someone he's known Moore's entire life.
"She’s very well liked, very well thought of around here," Dix said. "When it's somebody you saw grow up from a child into adulthood and have a family and then you have something like this that happens, it hits close to home, and it hits the whole agency."
Dix believes Moore survived the shooting because of the nurse’s quick action.
“I think the actions they took probably got her a chance to live and where she is right now,” Dix said. “This is a difficult time for everyone involved, and we are asking for prayers of healing and strength for this family in the coming days."
Following the shooting, Moore had a series of strokes. Dix said doctors are doing everything they can to keep her alive.
