BALTIMORE, MD — He was pulled over at 1:40 a.m. and failed a field sobriety test, according to ABC2 in Baltimore.
According to police, an officer using speed radar caught Phelps driving 84 mph in a 45 mph zone. The officer pulled over the white 2014 Land Rover and said the driver, Phelps, appeared to be under the influence.
Phelps was cooperative, although he failed the field sobriety test, police told ABC2.
He was charged with DUI, excessive speed and crossing double lane lines. He’s since been released from jail.
Phelps took to Twitter late Tuesday afternoon to offer an apology for his arrest:
